A lot of this is best done &quot;offline&quot; but I can answer some general questions about the home.  The sellers bought it in 2003 as a bank-owned home, basically as a foreclosure for $113,500.  In running a simple (Dubuque area) price appreciation analysis from FHFA.gov&#039;s price appreciation calculator, it shows a simple market gain to $140, 174.  Considering that many foreclosure sales occur under standard market value, the $113,500 is not a reliable starting point in terms of determining value.

Now what improvements have been done to the home?  They essentially touched just about every wall, floor, &amp; fixture in the home.  They reconfigured the two smaller bedrooms as one very large master bedroom, re-added the third bedroom into the lower level, added a full bathroom in the lower level, carpeting throughout, tile (kitchen &amp; baths) and laminate (dining &amp; hallway) flooring, light fixtures, added a lower level bar, landscaping, new paint, etc.

Now, would an offer of $135,000 be out of the question? I really can not answer that for you directly in that regard.  You, if as a serious buyer, were to put an offer on the home, I&#039;m sure the sellers would examine said offer and make a counter-offer if they felt it was warranted.  Over the last year homes in the general Dubuque area have sold for 3.04% off list price.  Some sell for 10% off, some a few point off, some full price, and even a few OVER list price.

If by &quot;the basement was awful&quot; I assume you are talking about the now-removed Chicago Bears theme.  While that fully served the likes of the sellers, perhaps a Packers or Vikings fan would object.  It&#039;s now gone, we&#039;ve painted the entire family room area in a neutral tan color.  Level yard(s) in Dubuque?  When you find one, let me know about it (just kidding, had to say that).
